Tool: bell notifications

Important e-mails are sometimes overlooked by editors, and lost in the volume. This is especially true for e-mails outside of the workflow, dealing with particular cases etc.

To prevent this we have developed the notification system. To summarize, Nestor track mails tagged as "important" and will highlight them in the recipient interface.
